The Wikipedia page on Billy Devaney is short and not so sweet. It basically says he's the GM of the Rams. He replaced Jay Zaygmunt--who is the dirtiest bastard in Ram history. He came up through Bobby Beathard's Charger organization in the 1990s. He was an assistant to Rich McKay, GM of the Falcons.
The important fact is that he was born on March 7, 1955 in Red Bank New Jersey. Once again, we do not have his birth time. We will follow the normal convention of substituting 12:00pm for the accurate birth time. This does introduce error and inaccuracy to the chart. The Ascendant and the Moon will not necessarily be in the "correct" position. We will not see the correct alignment of the cusps either.
